Hurricane Names

Why do they have to name Hurricanes so Ridiculously? I mean, Ivan, Dean, and Erin sound so... Innocent. Does "Dean" sound like the name of a murderer to you?! It's the same thing with Hurricanes. The Name Says It All. Why can't they name Hurricanes after evil characters in Books and Movies? For Example:Blackbeard replaces Ivan, Sideous replaces Dean, and Azula(A Villian from Avatar.) replaces Erin.
